North Country HealthCare is transforming healthcare for rural Arizona as a Primary Care, Federally Qualified Teaching Health Center. DESCRIPTION

The Chief Financial Officer (CFO) is an integral leader of North Country HealthCare and contributes to the strength, growth, and long-term development of the organization. The CFO is directly responsible for all financial systems and functions of the organization. The CFO ensures legal and regulatory compliance for all accounting and financial reporting functions. The CFO reports to the CEO and participates as a member of the Executive and Management Teams.


DUTIES

  • Supervises Accounting, Accounts Payable, Accounts Receivable, Payroll, Purchasing and Billing, functions.
  • Prepares the annual capital and operating budgets for NCHC. Generates, analyzes, and presents the monthly financial statements including cash flow to the Governing Board Finance and Legal Committee along with ongoing financial analysis.
  • Oversees NCHC's financial accounting systems and functions with good internal controls as well as compliance with applicable funder and governmental agencies' expectations, GAAP and policies.
  • Develops a clear financial plan that is consistent with the organization's goals and initiatives.
  • Periodically reviews funder regulations including HRSA, the Arizona Department of Health, and other applicable federal regulations. Is in direct contact with our funders to assure compliance with the administrative and financial aspects of grants and contracts.
  • Creates financial policies and procedures that are aligned with GAAP and federal requirements for FQHC revenue and expenditures. Updates and revises internal control policies and procedures to be in compliance with funder requirements.
  • Effectively manages NCHC's line of credit to include annual renewal process.
  • Responsible for accurate and timely submission of: Medicare Cost Report, UDS, FFR reports, HIOS reporting and PPS Annual Reconciliation.
  • Assists in providing strategic direction of company.
  • Assist external auditors in completing the annual audit and other reviews as necessary; initiate process improvement for any audit findings.
  • Comprehensive understanding of Billing and Collections for financial stability.
  • Reviews billing/collections patterns and makes corrective recommendations.
  • Interprets and enforces third-party payer rules and regulations, including Medicare payments.
  • Creates a financial tracking system, coordinated with the Electronic Health Record and billing systems, to properly track patient revenue.
  • Works with the Chief Medical Officer, Chief Operating Officer, Chief Clinical Integration Officer, and other key staff to integrate financial performance measures for clinic operations.
  • Work with Outreach programs to optimize budgets for grant programs.
  • Works with Human Resources to assure payroll accuracy, maintain position control, and assure all insurances are handled efficiently to assure best cost practices and provide all required coverage.
  • Annual review of fees with senior management and submission of proposed changes to the Board of Directors.
  • Coordinate with HR and other senior staff members on employee benefit programs including monitoring of self-funded health plan performance.
  • Coordinate risk management and insurance renewal process.
  • Participate in 401(k) committee to include overseeing performance of plan and overall plan management.
  • Cash management to include drawing of funds for all Federal Grants through the Payment Management System.
  • Maintain North Country's registration in System of Award Management (SAM) as well as annual registration with the Arizona Corporation Commission.
  • Coordination of annual 990 tax return preparation and filing with outside accounting firm.
  • Manage all long-term debt financing.
  • Oversee annual renewal of Tax Exemption with the State of Arizona.
  • Prepare and submit annual Indirect Cost Report.

EDUCATION AND EXPERIENCE

Graduate degree (M.B.A., M.A., etc.), plus 7 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience.

Directly supervises 3 subordinate supervisor(s) who supervise(s) a total of 30 employee(s). Supervises 0 non-supervisory employee(s). Departments supervised by this position include Finance Department, Business Office (Billing and Collection. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
